If you were going to spend up to $50-60 bucks for one add on, which would you recommend?? REX, Ultimate Terrain USA or ultimate traffic?

If you have ultimate terrain can you continue to use addons of other airports and cities?

Depends entirely on what is MOST important to you.

Overall appearance of the sim - REX
Lots of AI traffic around the world - UT
Roads with traffic, rail lines, rivers and streams, shorelines and lakes for VFR - UTusa

I enjoyed Ultimate Traffic until I started flying more MP than free flight... now only Ultimate Terrain matters.

Of the three you mention, I consider UTX-USA to be the the first priority. Yes, you can use other scenery add-ons too. The more detailed scenery should be listed higher in the Scenery Library.

GEX, because it changes the look and feel with no discernible frame rate issues, and actually improves the autogen rendering.

GEX was not one of the choices in the original post, but let it be clear that UTX-USA is still the more important add-on. UTX provides real-life coastlines and roads, corrects water textures, adds bridges, etc. It has some features that affect frame-rates such as 3D night lighting, but they can be turned off. Residential roads should be turned off both for better appearance and for performance. The set-up tool lets you choose or turn off every feature and indicates frame-rate impact for each.

I'm a low and slow (usually) VFR flier usually in North America. Is Ultimate Terrain USA the way to go for me? Does it help with the blurries around 100' AGL??

UTX will do nothing for blurries. That has to do with your hardware, settings, flying speed, etc. Be sure anisotropic filtering is on in FSX.
