Check the scenery.cfg file and look at area 040, there might be a reference location to some added scenery you no longer have or you moved to a different location. It helps to post that area for others to help you better.
Here is what the area looks like ( all would be different as folks would have their own setup as to their liking)
[Area.040]
Title=Dulles
Local=H:\My Added Scenery FS2004\Dulles <<<THE PATH>>>
Remote=
Active=TRUE
Required=FALSE
Layer=40

Are you sure is says "remove"'? Might it be stating that something related to Area 040 is "missing" ?
Please post the exact text of the error message or better a yet a screenshot of it.
It would also be helpful if you would Copy and Paste the data relating to your Area 040 (from the scenery.cfg file) into your reply so we can examine it.
Example from mine:
[Area.039]
Title=Addon Scenery
Local=Addon Scenery
Layer=39
Active=TRUE
Required=FALSE
Remote=
[Area.040]
Title=Static Objects Library
Local=Addon Scenery\Static Objects Library
Remote=
Active=TRUE
Required=FALSE
Layer=40
[Area.041]
Title=EZ Scenery Libraries
Local=Addon Scenery\EZ Scenery Libraries
Remote=
Active=TRUE
Required=FALSE
Layer=41
