newbie keyboard problem

I have a fairly new laptop with windows 7 installed. Whenever I try to use keyboard commands it opens stuff in windows and is really frustrating, i.e. ctrl+shift+f1-f4 for the mixture controls opens numerous windows of my outlook and or internet explorer...I can't find a way to make the keyboard inputs apply only to flight sim and not windows OS running in the background.
