dll issues: FFB Joystick

<An exception occurred while trying to run "Shell32.dll, Control_RunDll joy.cpl"> is exactly what I get as a message denying me the ability to set the keyboard association on the "Recorder" Tab between my joystick and the game settings.
This joystick is the same one I've used for years and the install disc is too. It is calibrated and responds in test mode both for action and forces.
I'm running XP SP3. Where and how can I get the .dll?

I guess I'm a real dummy 'cause when I open the google link all I get is a sales pitch for registry cleaning programs etc. Is this the only way to get a .dll?

Feel free to use Google and other sites. You could re-install Windows to get the .dll.
