If your IP stay the same ... that's cause you have a static IP instead a dynamic IP (that Ip come from your internet provider)
It's easy to be certain of the IP type provided:
Disconnect from internet .. wait 2 or 3 minutes for be sure and reconnect..
If IP same .. you are certainly connected to internet with a static IP
The only way to go around this is to use a proxy.

Some providers allow you to register for a static IP, but they are rare and will usually charge an extra fee for this.
Usually, you will get a dynamic IP assigned from a shared pool of IPs by your internet provider.
Once assigned, It stays yours for a while... It will not change as long as your system stays continuously online.
A quick reboot or IP refresh request will just reset the given IP you already have assigned to your MAC (hardware level) address.
In the case of a cable modem, the only way to change IPs is to power off or disconnect the modem and leave it off for a while (sometimes an hour or more (it depends).
In that time, the provider will see that you are not currently using that IP and if another cable modem is connected / powered on, it might get assigned your currently unused IP.
If either that happens or you wait long enough to allow the providers system to put your previous IP completely back in the free pool, when you plug your modem back in, you will get another random IP (there is always a small chance that the random IP assigned will be the same as your previous one if it's still in the free pool though...
