Not exactly an answer to your question but this payware demo has a water dump - which is probably as close to a fuel dump as you will find:

It apparently can be easily added to almost any aircraft. Might be worth checking into.

I think I recall seeing at least one FS2002 model (B-52?) packaged with a fuel vapor effect, but maybe it was something else. Nothing for FS2004 that I've seen, specifically meant to be fuel.

There are two parts to the problem. One is the effect, and there are lots of smoke trail and vapor trail effects you can add to pretty much any model; they are often in a separate download area from aircraft, though some aircraft are packaged with trail effects. The other part of the problem is making the model reduce the amount of fuel on board, that would require a gauge.

Looking through my FS2004 hanger, I see a fuel dump effect in the latest Starliner model. I've not yet played with that.
