Default How to add a huge "runway" to stop dust

With addon scenery, this seems to be a problem in FS2002. In parts on A2V3 from Wilco, at KDEN, the taxiways are bumpy and my planes throw up dust:

For someone's Stansted scenery for FS2k2 (I'm sorry I forgot the author's name), there is a fix that makes a 4km wide "runway" underneath all the scenery to stop the bumps and stuff. How is this accomplished (what programs needed, etc).

    Thanks,

Bump... And also, is there a way to add a visible taxiway easily to some default scenery?
