727 Configuration Manager Problem Loading

I have just loaded program unto windows XP, but when I start Configuration Manager I get "Run-time error '429': You do not have an apropriate license to use this functionality". Can anyone help.

I've had the same problem with XP and haven't figured it out yet. I wish Mr. Golding would post a response on how to fix this, as there are a LOT of frustrated users with the same issue.
