There are many influences on the front steering in addition to that mentioned
above. Improper fuel tank placement and loading as well as gear positioning
can effect steering. Also, make sure you are testing without wind. If your
design prevents the front wheel from touching the ground (too much weight in
back, improper wheel height) that will also prevent steering.

adjust the Flap Pitch Scalar.
For pre-fs2002 make sure that '1004 Landing Gear/Steerable' = True. For flap
pitch use '1101 Flight Dynamics/Flaps Pitch Effect'.
