End It all Program (I think)

I cant seem to find the program end it all (i think thats what its called). The program that closes everything running behinds the manditory programs. any help finding this program would be great... Thanks

If you type in "End it all" under any search engine, it'll be one of the first ones that pops up. That's how I got it.
