Apron flashes in and out

I am creating a heliport using AFCAD. I have made a concrete apron away from the pad. The pad is fine but the apron is only visible at certain angles and altitudes. I started by putting a flat and exclusion zone in the scenery config. I have tried to adjust the elevation of the flat zone and the elevation of the heliport. The problem remains.

This is usually caused by elevation problems. Is it just the apron?

So far yes. It's a large facility with 2 separate helipads. It's the northern end of the area that is causing the problem. I have been thinking that it's an elevation problem but I have tried every adjustment I can think of to fix it.I'm thinking that I'm going to make them 2 different scenery areas.
