Prevailing Winds do not change active runway??

On fs2002 the winds do not seem to change the active runway, well I noticed it will change from like 28R to 10L, which is really the same runway. However, no matter how strong or what direction I put the winds the active runway will not change. For example, at KSFO it ir either 28R or 10L, but even a strong crosswind will not change the active runway to a more apppropiate choice. Is there anway to fix this?

Unfortunately, no. The sim places you on the longest runway
regardless of wind.
