No, as this is completely realistic. Radar is generally never turned on while the aircraft is on the ground. This could cause harm to individuals who get to close to the antenna, or damage to the radar itself if a metal object (another plane, vehicle, etc.) gets too close to the antenna. Proper operation is to turn the radar either to STANDBY or ON once in the air. In addition, if there is no need to use the radar (VFR weather, or weather not a concern while IFR) it is generally not turned on at all.
