Light and Paint !!!

Question if anyone can help......!!

Has anyone come across a paint that can be used to provide the "background" to a piece of perspex that has good uniform light diffusing/illuminating qualities that could be used for panel backlighting >??

Also, laser etching....where is this done typically? Commercial printers....prontoprint?!!!
