When I try to access the .env file I get a "Forbidden" message. What's up?

This is a new one.

Assuming it's installed in the correct location - in Xplane>Resources>Earth nav data>+040-090 folder, and assuming you have no problem flying it, if by "access" you mean access thru World Maker, the only thing I can think of is make sure the file is not marked as read only. i.e. change the file attribute to "archive" in Windows or equivalent for Apples.
