East is least (odd 0-179 degrees) and west is best (even 180-360 degrees). That is up to FL290. Then there is a 4,000 separation i.e. FL310, FL350, FL390, and FL430 for the west bounds and FL330, FL370, FL410 and FL450 for the east bounds.
Now there is a fairly new program called RVSM (Reduced Vertical Separation ) which requires the aircraft's pitot static and altimeters to be calibrated and within a much smaller tollerance. Then instead of 2,000 feet between aircraft cruising altitudes, you can be only 1,000 feet between thus opening up more airspace in a given track or airway.
