It will allow you to save real time weather as a file and then use that weather for future flights.
Just name the FLT and the WX file the same and FS will use the pair. That is how they are linked.

You have to still create the water masks manually. The FSET manual describes how to do this.
That latest error is because you didn't chose a WOAI package to install: Select WOAI Package to Install: is BLANK. This is is not a WOAI installer issue, but something else.....................
Zulu times do not change no matter the season, time zone, government, software program, or country. 12Z is always noon, 24Z is always midnight. That is not the issue here.
What actual Active Sky program are you using? There are a few and the server characteristics are different for each program.
It does take 15-20 minutes for data to be processed by the data...
FS winds are all messed up and the Active Sky winds are correct. There is nothing to help you with here!
With favorable winds yes it is, in the real world. With a weather program such as Active Sky Next, yes it is possible in FSX.
