I had the same problem for Andrea Jaros, I modified his A320 panel and couldn't reach him to have the authorization to publish it. I didn't receive any error message in return (the adress was good) but never had any reply. So I never published the panel...
Can we assume that we have the right to use his work if we have no reply?
Let me know if you have any news from him.

Ahhhh, the great legal Morass which is freeware software development.
I bet the BEST way is to go ahead and publish the panel. Then, by jove, all of them will come out of the woodwork and accuse you of piracy and tear you down in public.
(That would almost be funny if it weren't so true).
However, I would go ahead and publish, and put in the readme a "special thanks" for the those authors for their wonderful contribution.
Then, if they do show up, you can claim (as you have) that you tried to contact them but could not. They could not accuse you of "ripping off" their work, because you acknowledged their contribution to your panel.
If they then wish to have the stuff removed, you will have to find an alternate "guage". But at least you won't be labeled a thief. And by all accounts, if you give them the proper credit, they should have no problem with your use of their work. (As long as you are not publishing for profit)
