Hadley Page 42 Throttle Adjustment

I downloaded the Hadley Page 42 the other day. I'm not sure if its supposed to do this or not but if you don't apply a little throttle the engines will shut down. This is not true with the default models. I went into its aircraft.cfg and tried to find something that would allow the engines to idle at zero throttle but couldn't manage to do it. Needless to say I didn't know what I was doing. Can someone tell me what to change?
Also is there a way to start the engines again from inside the cockpit?
