Usa Roads

Hello

I've purchased the usa roads for fs2004,but can't install it.
I always get the msg "Usa Roads for fs2004 does not seem to have be installed at the Fs2004 installation path entered above" however it's the path of my flightsim.
My sim is on E:\fs2004 and it shows that path so how is this possible!!!
