I would like to rebuild the default KALB (ALbany) Airport and would like opinions on the best way / best software to create a new airport building. I have downloaded all of the AFCADs but the building remains the same. I am an architect so I am very familiar with CADD type software. Any help in the right direction is ver appreciated.

I use the MS BGLCOMP_SDK downloadable at microsoft site. You need also an .xml editor and I suggest Cooktop 2.5 free.
Another useful software is BGLXML by Alex Antonini.By this software you can decompile the MSFS .bgl files.
First by the AFCAD2 locate the .BGL file where Albany is contained. It should be in X:FS9/Scenery/name/scenery.
Decompile this file by BGLXML and edit it by the .xml editor.
In the BGLCOMP_SDK there is also the MS library objects useful for your manipulations.
When you finish the editing you can parse the file by the BGLCOMP compiler.
Very useful is to follow the scenery forum in www.AVSIM.com. where you can ask the scenery gurus for some needed suggestion.
Don't forget to backup FS9 file before to make any change.
