Anybody?? the circle is meant to be circled around the blurry part
I have a FX5900 graphics, but sometimes I noticed that some of my aircraft looked like your screenshot. I have every slider maxed out, and get 25fps.
Then I took those aricraft and opened their textures with imagetool and saw that the ones with this problem were made with mip maps.
Then I extracted the mip maps and saved the textures without any mip maps - and then everything looked fine again. Never had the problem since.
No doubt about you have some MIP MAP problem :-)

Search the libraries for DXT BMP and use that to convert the texture to one wihtout mips. (there is a way to un-check the mips part) check the readme of the file it should tell ya how to use it

Imagetool was included on the FS2002 cd's. I am not sure if it is on one of the FS9 cd's.
But you can also do as suggested above, - search the library for a converter tool.
