FS2004 must have atleast Windows 2000 to work, which is many people's problems. If you are looking for a enw computer get either a Dell or Gateway.

I actually recomend not doing that and this is why:
Premade stuff is usually quite hard to upgrade. If you build your own, you can get exactly what you want, nothing more nothing less. Then, you can upgrade it quite easily too.
Not sure on Dell for this though...they may be fully upgradable.

Well to be honest, Dell have better compatability issues and upgrade options than other manufacturers such as Mesh, but they are still limited. For 2004, you should look at getting a computer with a 2Ghz+ processor, and a 128Mb graphics card. My system spec will be (upgrading just before end of July):
Athlon XP2500+
Win 2000 Pro (I HATE XP)
512MB DDR Ram
128MB Radeon 9700Pro
I hope that gives you some insight!

From the Microsoft FS2004 web page:
"System Requirements
Windows PC
2000/XP – 128 MB Ram
98/Me – 64 MB Ram"
I'll keep using W98 as long as I can.
Hope this helps,

My system:
1.7 Ghz
32MB Nvidia GeForce2 (MX 400?)
128MB RDRAM
40GB Hard Drive
Fs2002, sliders halved, 25-30 fps
My advice: Wait till ACOF comes out and then buy a stinkin' good system, witl more RAM than I have. Spend a lot of money if you're serious 'bout it.
