There's a couple of pieces in the following METAR from Kingsford-Smith Int'l (Sydney, Australia) that I don't understand.

YSSY 210400Z 03017KT 6000 -RA BKN012 OVC035 21/20 Q1015 FM0430 03020KT 7000 -RA SCT010 BKN020 TEMPO 0400/0700 3000 RA BKN009

I know what everything means but the 'FM0430' and '0400/0700' bits. If anyone can tell me I'd greatly appreciate it.

Blair,

I would make a guess and say that the FM430 and the 0400/0700 are actually (Zulu times). It looks like this is a combination of Metar and TAF. (terminal forecast.

Yep, it looks like a combo META and TAF. The FM0430 means "From 04:30 Zulu" and the TEMPO 0400/0700 means "Temporarily from 0400 to 0700 Zulu" time.

Don't think there is any such thing as a combo METAR/TAF. A TAF will have the currents at the time the TAF was published. This TAF doesn't have remarks information that METAR's have, but then, it's also missing the time range this TAF is published for.
