ILS for airports

I would like to know if it's possible to create
an ILS for airports without and what program is needed to do so.

I know the answer is yes, because I've seen an editor for it and downloaded a Meigs file made with the editor. Unfortunately, I don't know the name of the freeware utility. A search should bring it up.

AFCAD - Lee Swordy or if you are designing a whole new airport then Airport for Windows, FSSC, or any other scenery design tools.
