Where can I get this gauge without paying for an aircraft that has it? I want to install a generic twin turboprop panel that requires it.

You should already have it; it's on almost every panel in FSX.

I have it. But in my own defense, it WAS 5:30 a.m AND coffee was still brewing. :D
