You need Abacus FD Editor from the Abacus website (it's free, but you have to look to find it)
AirEd from:

is also very useful, but you'll need to find a more up-to-date version of aired.ini

Be warned, messing with .air files can be very frustrating, given the interraction and complexity of the air file modelling within FS2002. I suggest you use it sparingly at first and ALWAYS keep a backup of the file you're working on.

Next, assuming you have FS2002 Pro, DO NOT USE FSEDIT. It has several nasty little bugs.

Finally, downlaod the SDK from the MS Flight Sim site. You're better off making minor tweaks from within the .cfg file.
