Isnt this wierd for ATC?

I am at Luqa (Malta) airport and there is an aircraft on the
runway just going to take off, There is another plane in front
of me waiting to get onto the runway. I call atc and ask permission to take off and guess what. It says yeah no problem off you go. Surely this is just a little bit dangerous.

If I'm thinking of the right airport which I think I am you have to use the runway as a taxiway. The plane in front of you is not taking off but taxing to the end of the runway where he will then turnaround and request clr for t/o. You can cheat here and do an intersection takeoff and beat this guy up. It's safe your going the other direction you just have less runway.
