Terrain Creator

Does anyone know where I can find a program or utility to create new areas of terrain for FS2004? I only want to create some flat islands for my scenery project, so nothing drastic.
I tried the FS2004 terrain SDK, but it is only about 5 word documents, explaining how to start from scratch.

I am not sure if this will be what you are looking for but try going to Abacuspub.com and look under their "FlightSim" software.I know that they offer some stuff that will develope new inst.panels and scenery but I dont know how good they are.
