OK but you have still not said which sim. Do you want to add an effect directly to the objects or do you wantto add effects so that they will appear related to the object (for example smoke and a cabin) or a tower with a light?
Does this bgl file contain objects (mdl files) or placement code for objects?

You would not edit an object in a bgl file. You would need the source in GMax or what ever tool it was designed in. Some objects have attach points that you can attach an effect to. But the simplest way is probably to place the effect yourself using an object placement tool. It would be possible to place the tower first, for example, and then carefully position the effect where you want it.
Would that work for you?
