When I click on nTune (5.05.54.00) I get the NVidia Control panel. Why is that? How can I get nTune?

As far as I know that is Ntune. I would suggest you don't use it. Unless you meant this Ntune http://n-tune.com/ in which case, there ya go. :) But I wouldn't recommend that either.

If not the Nvidia Control Panel, what would you use to effect settings on an Nvidia based video card?
