Perhaps we need a bit more detail? what simulator version and what exactly do you want to make?

I have FS9 and i want like a coast guard SAR... maybe a distressed boat or something liek that.

OK so you want to place an object of a boat in FS9? If so then you can use a tool like Rwy12, EZ Scenery or Instant Scenery to do it
