Scenery edition

Hello all,

I use FS98 with Apollo Europe1 installed. Now I have downloaded mulhouse.zip
for use of Euro Airport Basel. This scenery has a lfsb.excl file installed. So
far so good. It takes away the runway and buildings from EU1 but unfurtunately
also the mountains, the city and the rivers.
Now my question: Is there a little program which edits the mentioned lfsb.excl
file, so that the surrounding scenery will install again?
