HELP PLEASE Lights .FX placement

Im trying to place several lights in scenery to imitate the way you see lamps and city lights in a distance. These are much similar to the NAV lights on the planes or the strobes on a runway, but i don't know how to put them in. I tried using the.fx effects files like navlights but they wont show up for some reason. I did place an effect into the scenery once...I wonder how I did it?

You have to create an xml file that calls on the effect. The xml file will state where the effect should go in the world.

I'll have to see if I can find the specifics.
