Can anyone give me some help on how to raise a small land area in FS9, maybe a 1/2mi square, from sealevel to about 30 ft ASL. without me having to learn all about mesh terrain from the ground up?

You could use a flatten but the edges would probably look rubbish

You could use the flatten as stated before and just play around with it until it looks something like realistic. I've found that the narrower you set the flatten then the better looking the hill produced by it. i.e. work with three points only and set then in as straight a line as possible so you can hardly tell its got three corners to it.

As I stated, the current elevation is at sea level...0 ft. How would a flatten "raise" the area?

the term flatten means make an area level. So if you want the area to be at 200 feet then a flatten set at this level will raise the land to 200 feet and make it flat. The problem with flattens is that FS will have to bring the land around them up to that level some how and generally you get rather nasty looking 'cliffs' The only way to avoid this is to make your own mesh with a tool such as SBuilder.
