Is there any program to make an airport boundry in FS2004?

I mean like where there is no trees on the runways or taxiways.

Well if you just want to exclude those then you can make an exclusion rectangle using ExcBuilder2 makeing sure to set the exclude all flag.

Alternatively (harder but maybe better) is to use SBuilder. This would allow you to add an airport polygon and also remove other things like utilities and roads.
