Changing an XML bitmap alpha chanel

I would like to change the night lighting effects of a gauge. Can I use PSP 10 in any way to do this?

The alpha channel is not used to affect lighting, but instead is used to create gradient blending and/or shadow effects.

Gauge lighting is controlled by one of two ways:

1) luminous tags in the gauge code which will effect the light blending based on the luminous entry in the panel.cfg file.

2) bright tags in the gauge code which are applied either to the original bitmap in the gauge, or alternate bitmaps which have been altered in either PSP or Photoshop to reduce the brightness, contrast, and/or color saturation of the base image.
