Splash screen question

I am curious about the Splash screen and decided to get Imagetool for the 16 bit 555 format. A search at Microsoft resulted in zero hits on Imagetool...

Where can I find it (or DXTbmp)?

I believe it came with FS2002, although maybe only in the Pro Version. :-roll
