Hi Billy-
If I understand what you are asking, you can select the image using select all or one of the selection tools in PSP (freehand, or block). Hit copy or CTRL-C. Click on the window that has the layer you want to import the image to in order to make it the active window. Then hit CTRL-L and the selection will be pasted as a new layer. Once you have it where you want it, you can merge the layers.
Hope this helps. :-)

The easiest way is to either drag the image, which is a layer in itself, or cut out a portion of the layer, using the lasoo or marquee, or similar tool, and drag that into the PSD template.
I believe in PSP as in Photoshop that initially the image may be "locked", so you will need to unlock it, before dragging it over. if you decide to cut out the area you need, this will not be necessary. Simply cut out the area out want, copy/paste it as a layer in the original image, then drag that portion, which has now become another layer itself over to the PSD template.
There, have I confused matters sufficiently now! ;-)
I only do this about 500 times per day, but ask me to explain it, and all is lost! :-lol
