Yes, to the extent that any function that can be accomplished by the SCASM scenery compiler can probably be done using Apt26. I'm not positively sure but it appears to me that for now, Apt is just as FS2002 capable as any of the (non-terrain-mesh) scenery design progams available, it's free, and generally user friendly.
