OK figured this out. The visual distance of a polygon is dependent on the texture resolution of the polygon and seems to be inversely proportional to the resolution set. Eg. if the texture resolution is set at 1 m/pixel in the polygon tool then the visual distance will be equal to the visual distance set in the polygon toolbox, if the texture resolution is 0.2m/pixel then the visual distance is probably 40kms x 0.2m/pixel = 8kms.
A little observation and an odd one I think....

Shez, I emailed Tom and you are right on the money with your observation of the disappearing polygons at close range being a resolution problem. Here's his reply to my question of the roads disappearing at close range.
"Others have also reported this. I believe it's a problem with the resolution. Airport now sets the resolution below 1 in order to improve the accuracy of the position and make possible very thin roads. But at the resolution is lowered, the visibility is also lowered. I am working on this problem and will hopefully have a fix in the next build."
